Choose the InsurgencyEAC.exe app and click on the Open option. In this new window, click the Browse button, then go to Steam, then to steamapps, then to common, and then to sandstorm. This will open up a new window on your screen. TL:DR IN MY CASE- Copy+Paste the steamservice.dll file from the bin folder into the Steam folder under Common Files and it'll fix it for good. Find Insurgency Sandstorm from this list and then click Change Settings, and then Allow Another App.
